Branch Overview

Effective June 1, 2003, the E-Learning Branch was created, bring together Technology Supported Learning and the Saskatchewan Government Technology Supported Learning from the former Department of Education, Technology Enhanced Learning from the former Post-Secondary Education and the televised distance education program from SCN. In addition, an Executive Director position was transferred from the Information Technology Office to lead the branch.

The purpose for creation of the E-Learning Branch is to play a key role in supporting government's sector-wide vision of Saskatchewan people as life-long learners. One of the key functions of the Branch is to provide leadership in the development and implementation of a provincial vision and strategic direction for technology enhanced learning and in collaboration with sector partners. In pursuing this strategy, Saskatchewan institutions and communities are building on our provincial values of innovation, creativity and collaboration.

The new technologies have meant new ways of working together and Campus Saskatchewan, the Educational Technology Consortium and CommunityNet are examples of these new partnerships. In support of the strategic direction of the branch, it is critical in 2004-05 for Campus Saskatchewan and the Educational Technology Consortium to become established within the sector and with permanent stature. Within the context of the strategic plan for education, training and library services strengthening and broadening the use of digital technologies can improve public services in ways that were not possible in the past. Through technology the learning sector is increasing access to education and training opportunities.

As a result and in order to position the Branch to carryout these responsibilities, the Branch is currently engaged in the process of organizational restructuring. An organization redesign plan for the branch is expected to be completed by March 31, 2004. As part of the organizational redesign process, a vision, mission statement and principles have been developed and are as follows:

Equitable access to quality teaching and learning opportunities for all Saskatchewan learners.

Mission Statement

This Branch works collaboratively with partners to enhance teaching and learning by:

  • Providing strategic leadership in the effective use of technologies;
  • Promoting, supporting and expanding an innovative learning environment in the province through the development and application of a variety of technologies and methods; and
  • Developing, providing and supporting alternative learning opportunities and resources.

Principles
  1. Learner – centered with different teaching strategies/array of delivery modes.
  2. Appropriate use of technology - to provide/ensure access/availability/effective learning based on situation.
  3. Innovation – research and best practices; exploring better ways/alternatives.
  4. Providing strategic leadership; goals; proactive; strategic direction; motivation.
  5. Partnership/collaboration – work with others (Sask. Educators, partners and other governments); respect mandates and responsibilities of other institutions; service providers.
  6. Building capacity and enabling others – infrastructure, tools, professional development, funding, direct service; institutions, teachers, learners, libraries.
  7. Shared responsibility and accountability – department, institutions, schools, etc. contributing; ensure funding used well (fiscal accountability)
  8. Sustainability – infrastructure; program; teacher support

Currently the program structure of the branch includes Technology Supported Learning, Network Services, Technology Enhanced Learning, the Educational Technology Consortium and the Saskatchewan Government Technology Supported Learning.
