A. Background and Historical Development

  • The Associate and Assistant Deputy Ministers' (ADMs') Forum on Human Services was formed in the fall of 1994 in response to the need for more senior government coordination of a number of initiatives and the growing demand for holistic and integrated human services.
  • The forum was renamed in 1999 the Human Services Integration Forum. The HSIF is led by a Steering Committee of seven provincial government departments and Executive Council.

C. The objectives of the Forum:

  • Establish and maintain mechanisms to promote and facilitate interagency collaboration and integrated planning and service delivery.
  • Identify and address barriers.
  • Provide funding and policy support.
  • Provide education supports to human service providers.
  • Make the most efficient and effective use of resources.

E. Saskatchewan's Vision

  • Saskatchewan's human services are innovative, responsive and effective. They contribute to self reliance and individual well-being while recognizing the interdependence of all Saskatchewan citizens.
  • Services address the needs of the most vulnerable, building on the strengths of individuals, families and communities and increase our capacity to contribute to the social and economic health of the people of Saskatchewan.

F. Work Plan Objectives

  1. Strengthen capacity of families (ability, commitment and resources) to function effectively, meet the developmental needs of their children and young people, and contribute to community and society;

  2. Ensure every child comes to school ready to learn through enhanced early learning and care supports;

  3. Ensure every child and young person experiences well-being and learning success.
    (No child falls through the cracks);

  4. Increase opportunities for youth to make successful transitions to adult responsibilities and the labour force;

  5. Increase well-being and social and labour market attachment for Saskatchewan adults.

  6. Improve coordination and integration of services and strengthen capacity of systems to provide holistic, responsive and effective services;

  7. Strengthen the capacity of Saskatchewan communities to be safe, inclusive and supportive of families; and

  8. Ensure Aboriginal peoples have the opportunity to benefit equitably from supports and services, and to participate in planning and development.

G. Regional Development

  • Support the Regional Intersectoral Committees (RICs)
  • Work to remove barriers to interagency cooperation and collaboration
  • Provide ongoing funding for the coordinator positions and the costs for central coordination
  • Community funding through Prevention Support Grants and C/F
